The Tobacco Control Program utilizes
a comprehensive approach to complement and support Guam's
Tobacco Control Act of 1998, as well as federal guidelines
for the SYNAR Amendment. Key activities include technical
assistance in the development of tobacco control-related
policy and legislation, strategic education and communications
campaigns, collaboration and training of key community leaders
and volunteers on the harmful effects of tobacco use, second
hand smoke and nicotine addiction, yearly Synar inspections
to monitor compliance to the "No Sale of Tobacco Products
to Minors" law, and provision of cessation services
to the Guam community. |

The Guam RADAR Network Center provides free
alcohol, tobacco and other drug information to Guam community.
RADAR is an integral part of the National Clearinghouse for
Alcohol and Drug Information (NCADI) distribution system
for gathering, sharing and exchanging information on substance
abuse prevention and treatment, as well as mental health
materials in response to the needs of the community. |

We provide opportunities for middle and
high school-age youth to acquire skills as trainers in
mental health and substance abuse-related topics, and as
prevention practitioners for their peers in their respective
school and village communities. (i.e., Youth for Youth
Annual Conference, Annual Summer Swimming and Water Safety
Program, etc.)

This year-round interactive, educational
prevention program is designed to engage elementary, middle
and high school students in addressing the abuse of alcohol,
tobacco and other drugs, and the effective strategies for

We actively pursue community-wide activities
to promote positive, healthy and educational activities for
children, youth and families, through partnerships among
government, non-profit and private organizations and youth
groups who share our goals of preventing alcohol, tobacco
and other drug use and abuse, and promoting healthy choices. |

the community's awareness about the incidence and prevalence
of suicide within the Guam community, and the strategies
for effective suicide prevention. |

of mental health and substance abuse issues, identify community

As a positive-alternatives-to-drugs program,
the Summer Program engages participants in learning experiences
with a focus on health and safety. The annual program targets
200-300 children between the ages of 5-15 years old. Throughout
this six-week day camp program, water safety training, sports,
life skills and health-related activities are integrated
into a fun package to reinforce the importance of making
healthy choices. |
